If my math is correct, 12 OL, 7 RB, 4 QB, 13 WR/TE=36 offense; 13 DL, 10 LB and 11 DB=34 Defense. 36+34=70. We gained 14 committed players including 2 January enrollees, and the impending transfers of Wayne Lyons, John O'Korn, and Jake Rudock.

There is a chance that some players won't return based on discussions between the players and coaches because eligibility for a redshirt year is a negotiation. Kickers, snappers and others may have other scholarship funding based on their preferred walk-on status when they came in. This may mean that Scott Sypniewski, Kenny Allen and others like the Glasgow brothers may have other scholarship funding. Some players may go on medical due to injury issues that may prevent their playing time. (i.e. Blake Countess). Next, some players like Andrew David may be on scholarship funding in another sport (i.e. baseball). Finally, some players may not have much of a chance for playing time. (i.e. Terry Richardson, Blake Bars, Reon Dawson, Jaron Dukes, Dan Samuelson) It is also possible that Desmond Morgan's status as a medical return as a graduate student may not count against the 85 total allowed. Teams may oversign by 3 because some players may leave, quit, transfer or become academically ineligible from February to September; if they aren't able to enroll in September, then they may enroll the following January.
